New UMTRC Program Director
It is a pleasure to meet you all! My name is Cameron Hilt and I now serve as the new Program Director for the Upper Midwest Telehealth Resource Center. I look forward to connecting with you to answer any telehealth questions you have and continue the work of advancing telehealth in the Midwest. I had the privilege of working closely with Becky over the past year and I’m very thankful for her contributions and the foundation she has laid for the UMTRC over the past 10 years. I wanted to take the time to provide more information about myself so you all can get to know me better.

While the UMTRC staff was busy with all of the final details for hosting our 3rd Annual UMTRC Conference in South Bend, Indiana, CMS released a jam-packed proposal for their 2022 Physician Fee Schedule. more»Indiana Senate Bill 3 Becomes Public Law
On April 20, 2021, Indiana's Governor Holcomb, signed into law SEA3 (Senate Enrolled Act), a telehealth bill. The bill cleans up some of the standards in previous Indiana laws.
Below are just some of the details of Indiana's latest telehealth updates.
*Changes the term 'telemedicine' to 'telehealth'.
*Expands the application of the telehealth statute to additional licensed practitioners instead of applying only to prescribers.
**List of providers: athletic trainer, chiropractor, dental hygienist, dentist, diabetes educator, dietitian, genetic counselor, physician, nurse, occupational therapist, behavioral health and human services professional, optometrist, pharmacist, physical therapist, physician assistant, podiatrist, psychologist, respiratory care practitioner, speech-language pathologist or audiologist.
Mental Health Challenges
So many things have changed with COVID and the global pandemic. It has been the elephant in the room that we have lived with for over a year now. During this past year, so many of us have had days where we felt down and depressed. While there are many efforts to remove the stigma about behavioral health issues, it is still not a truly open discussion yet among peers. Even though we ask people around us “How are you today?” the answer is rarely anything like “I had a great meeting with my therapist and we figured out that I needed a higher dose of my antidepressants.”
The year of 2020 was at best challenging. It separated us from friends, family, colleagues, and from those that we saw at social functions. It tested us in ways many of us have never been before. Many of us learned that we could do work remotely as well as we could in a cubical. We spent more time supporting our children in their studies, and less time in the gym. For so very many of us our lives didn’t look remotely like the life we’d led in 2019. Going to the grocery or the pharmacy was truly an outing “as needed only” basis. Our elected officials closed malls, schools, courthouses, and our beloved restaurants. We did more dishes in 2020 than we have done in the previous three years!

Centers for Medicare & Medicaid Services (CMS) published a final rule on December 2, 2020, aimed at addressing any existing undue regulatory impact and burden of Stark Law. Specifically, exceptions to the physician self-referral law have been created for certain value-based compensation agreements between or among physicians, providers, and suppliers.

What a year this has been! While most of us probably can’t wait to say good-bye to 2020, one of the good things that has come from the COVID-19 pandemic is the policy changes for telehealth and the ubiquitous acceptance of it from providers all over the world. Here in the United States, the National Consortium of Telehealth Resource Centers (NCTRCs) were here to have your back. Our origins began in 2006, with the inception of the Health Resources Services Administration’s Telehealth Resource Center Program, which is funded out of the Office for the Advancement of Telehealth and the Federal Office of Rural Health Policy.

If you live, work, or travel in a rural area of the United States, you’ve probably gotten stuck behind a slow-moving farm implement. They can be seen out and about every spring and fall like clockwork. Can you imagine what the person in the cab looks like? You probably envision faded blue jeans, work boots, and ball cap. Have you ever tried to imagine what their day looks like? Did they start before the sun was up? Are they grandparents or parents? Did their children see them at the dinner table yesterday? Did they crawl out of the tractor late last night and are they trying to finish up today? The list of questions goes on and on.

As we flip our calendar to October, the weather across the Midwest is getting cooler, and we are expecting our first frost any day. Also, as if 2020 hasn’t been a crazy enough year, in October we will have 2 full moons. The first was on October 1st, and the second one will be a full Hunter’s Moon on October 31st! The second full moon in any given month is called a Blue Moon. It’s so hard to believe that summer is nearing the halfway point for many students who normally return to their classrooms in August. While some schools have released their social distancing plans, many others have not. It seems likely that face masks will be required in most public areas throughout the remainder of the year.

A new Generation of House Calls
Long gone are the days when doctors would travel around town calling upon their patients at home. But are they really? In a 2010 survey, 19% of American Academy of Family Physicians (AAFP) members were making a minimum of one house calls per week. How does that compare to virtual health care visits made by patients, who from the comfort of their own homes, connect with primary care physicians using secure videoconferencing? Deloitte’s 2018 survey found that of the 23% of consumers who have tried it, 77% of them reported a high level of satisfaction with their virtual health care visit. A fascinating business model, to say the least.
